My friends pet was taken by shelter?

to small dogs where taken recently from my friend, "J" and He is saddened by it. A old lady accused his 2 dogs of biting her, or Etc, but the 1st dog is bound up in the back and only let loose in the house, the second is a shy lil pup who usually only goes out to use the bathroom. but none of the dogs ever go out to do anything, then sprint around of the sidewalk and run back in. i'm thinking the ladies Senial. they can only save one of the 2, the pup or the older one.
